Syllabus
The constitutional protection of the right to protection and relief of fundamental rights. Sources of law - The Constitution, European and International Law and domestic law. The fundamental tasks of the State. Human Security in the context of the Risk Society. The political organization of the State - unitary State, island autonomous regime and autonomy of local authorities. Decentralization and the principle of subsidiarity - its projection in the organization of Civil Protection. The legislative process - hierarchy of laws. Public Administration - fundamental principles. The National Civil Protection System - fundamental principles. The Civil Protection Base Law and other structuring legislation of the National Civil Protection System. Civil Protection in the European Union. Civil Protection at the international level - The UN. The Legal Regime of Extracontractual Civil Liability of the State and Other Public Entities. Criminal liability in Civil Protection agents.

Objectives
Objectives
As an activity aimed at the protection and assistance of legal assets with constitutional protection, Civil Protection is today structured based on a system of norms in permanent interaction with other branches of law, from constitutional law, administrative law and criminal law to non-contractual legal regime of the State and other public entities, knowledge of which is mandatory for anyone carrying out activities in this field. Starting from the analysis of civil protection as an activity to protect and rescue legal assets with constitutional dignity, in an environment of pre-understanding the current context of new global risks and threats in contemporary societies, students must acquire legal knowledge that enables them to interpret and application of the structuring diplomas of Civil Protection, the rules of constitutional law, administrative law and criminal law and, also, the legal regime of the State's extra-contractual civil liability.

Teaching methodologies and assessment
Teaching methodologies and assessment
The teaching method is based on the presentation and discussion of the course's programmatic contents, focusing on exposure to the theoretical-practical aspect focusing on real situations, experienced or known to the students. Students are required to carry out research, critical analysis and study of practical cases, in accordance with the presentation of content, motivating them to study outside contact hours with the aim of developing their skills. The participation of students in classes, through their contributions to debates and small assignments, is valued and will constitute an evaluation factor. A factor of lesser importance, as indicated in the following section, but, nevertheless, a compensatory stimulus for what is intended. Meanwhile, tutorial sessions will be dedicated to informal contact with the student, aimed at supporting their daily work and guiding them in their studies.
