Syllabus
I - General principles of organization and administrative activity. II - Administrative procedure: general principles and structuring elements. III - Typified administrative ativity: 1. Administrative regulation: concept, basis, ownership and regulatory classification. 2. Administrative act: legal and doctrinal concept, functions, definitiviness, effectiviness, legal force and validity (defects) of administrative act. 3. Contracts of Administrative Law: context, administrative contracts and private contracts of public authorities, formation procedure, public procurement and categories of administrative contracts. IV - Non-contractual liability of Administration: structure, distribution of responsabilty between public entities and their agents, liability for "faut du service", assumptions (illegality and fault) and responsability for risk.

Objectives
Provide schoolars with knowledge about several current essencial dimensions of Administrative Law, in particular administrative procedure, administrative regulations, administrative acts, administrative contracts and public procurement, and also the legal regime of non-contratual civil liability of public administrations.

Teaching methodologies and assessment
Teaching methodologies and assessment
Combination of theoretical classes, based on the most modern and relevant national and international bibliographical production, and aimed for the first contact with the basic legal institutes of Administrative Law, stimulating legal reasoning of abstract content, with pratical classes, aimed at the need of consolidation and systematization, with jurisprudencial support when justified, of all contents that constitute the syllabus. Continuous assessment takes place with two writtens tests, during theoretical class time, with a weighting of 50% each for the overall final assessment.
