Public Administration and Administrative Law is a curricular unit of the Political Science and International Relations degree, taught every semester in the 2nd year. It focuses on the study of the State and its administration with the operationalization of Administrative Law. It focuses on public entities, regardless of whether they are Central Administration entities (direct or indirect) of the State, Regional Administration (Regional Departments, belonging, respectively, to the Autonomous Region of the Azores or the Autonomous Region of Madeira) or Local Administration (municipal entities or parishes). It is a fundamental curricular unit for the study of Political Science insofar as it deepens knowledge of the structure of the State, equipping students with the knowledge and tools of legal practice with which the Public Administration proceeds.

Public administration 1. Public Administration and administrative activity. 2. Historical evolution of Public Administration. 3. Administrative organization systems 4. Public Administration Organization. 5. Ethics and deontology in public administration. Administrative Law 1. Administrative Law and Administrative Procedure. 2. Structuring Principles of Administrative Law and their compatibility with constitutionally enshrined principles. 3. Public bodies, bodies and institutions. 4. Forms of public administrative activity: Administrative regulations, acts and contracts. 6. Regulations vs Administrative Acts - the administrative procedure.

Objectives
Objectives
At the end of the semester, students should be able to: a) Define, frame and relate the concepts of State, Government and Administration. b) Characterize Public Administration and administrative activity. b) Understand the historical evolution of Public Administration. c) Characterize the Portuguese political and administrative systems. d) Understand and differentiate between the Central Administration of the State and the Administration of the Autonomous Regions and Local Authorities. e) Critically relate ethics and deontology in Public Administration. f) Understand and identify the area of Administrative Law. g) Master the structuring principles of administrative law. h) Identify and distinguish the forms of public administrative activity: regulations, administrative acts and contracts.

Teaching methodologies and assessment
Teaching methodologies and assessment
The methods to be used will essentially be expository and interrogative, taking into account the nature of the subjects. The teaching techniques to be used will be: the exposition technique; the brainstorming technique; the case study technique; the group work technique and the debate technique. The course will have continuous assessment (minimum attendance of 75% of classes) with analysis of attendance and participation and 2 assessment tests. The grade will be awarded according to the following parameters: 2 Assessment Tests 100% (50% each)
