This UC subject is about the principles of the organization of Public Administration, in its different Constitutional expressions. The scope of this UC is to prepare the Master's students for a detailed and specific perception of the organization, functioning (organs, powers, structure and competences) of the central, local and regional Administration. It focuses on issues of practical relevance that are very relevant and current for bio-administration.

Syllabus
1.Introduction.
2. Types of state. More detailed notion of the State. Rule of law: fundamental rights; separation of powers. Rule of law in Portugal. State formation (historical perspective).
3. Liberalism. The First Republic. Estado Novo regime. April 25 revolution and 1976 constitution. A panoramic view of the current Portuguese state.
4. Administrative Organization (Portugal). Historic evolution. The current Administration. State Administration: Direct (Government and ministries). Indirect (Public Institutes and Public Companies). Autonomous (territorial and non-territorial). Independent (from the Government).
5. Autonomous territorial administration; Decentralization;
6. Public Administration in Spain.
7. Public legal persons: Concept. Organs. Public services: two perspectives on public services.
8. Principles of Administrative Organization
9. Administrative procedure.
10. Administrative organization through practical examples.

Objectives
Objectives
This UC aims to promote the acquisition of skills in the domain of administrative organization in force in the Portuguese legal order and critical reflection on possible models. In short it has as objectives: (i) prepare Master's students in legal matters essential for the proper functioning of administrative institutions, at its various levels; (ii) to deepen the knowledge and mastery of the legal diplomas applicable in the Municipal Administration; (iii) prepare Master's students in the legal approach to central issues related to the decentralization and deconcentration of administrative powers; (iv) to stimulate critical reflection on alternative models of administrative organization, encouraging the study of different models, as is the case with the model followed in neighboring Spain. (v) deepen knowledge essential to compliance with the constitutional principles of the Administrative Organization

Teaching methodologies and assessment
Teaching methodologies and assessment
Methodologies: Theoretical-practical classes attended by students: expository classes; inverted classes, thematic debate classes for analysis and critical reflection of jurisprudence and doctrine. Analysis and case studies. Assessment: Continuous assessment is based on the assessment of oral presentations in class (inverted classes, thematic debate and others) (25%) Final written work (Work Paper), with summary presentation in class, on a proposed theme (75%). Final Assessment: Written exam (100%).
