    The occurrence of serious accidents and catastrophes at a global level has led to the development of Civil Protection, through the creation of a set of structures that are organized at national, regional and local levels and built the current National Civil Protection System. The complexity of this multidisciplinary and multisectoral activity requires the articulation between the political, coordination and command levels, which is reflected daily in the ability to prevent or respond to occurrences of multiple natures. Given its relevance for the protection and assistance of citizens and other collective goods, the study of the National Civil Protection System covers not only the system built from the Civil Protection Basic Law, but also the Integrated System of Protection Operations. and Relief, the Integrated Medical Emergency System, the Air Search and Rescue System, the Maritime Search and Rescue System and the National Civil Emergency Planning System.

    Syllabus

    Concepts on Civil Protection. Its origins and evolution from fire prevention in the XIV century to the society of risk in the XXI century. Civil Protection within the Human Security framework. The National System of Civil Protection. The Foundation Law of Civil Protection. Policy structure, structure of coordination and command within national, regional, intermunicipal and municipal levels. The mission and structure of the National Authority of Emergency and Civil Protection. The Agents of Civil Protection. The Integrated System of Protection and Relief Operations. The National System of Civil Emergency Planning. The national and european critical structures. The aerial and maritime systems of search and rescue. Civil Protection within the National Security framework. Civil Protection within the European Union (the EU Civil Protection Mechanism) and the UN frameworks.

    Objectives

         To provide students with in-depth knowledge of the National Civil Protection System, namely its fundamental principles, its structures, agents and their respective competences and attributions, as well as their interaction with other specific civil protection systems and that of emergency civil planning. To provide students with knowledge about the integration of the National System of Civil Protection in the National System of Internal Security, within the framework of National Security and the risk society
  • Teaching methodologies and assessment

    Teaching methodologies and assessment

      The teaching method is based on the presentation and discussion of the syllabus of the discipline, with the prevalence of exposure to theoretical-practical aspects with an impact on real situations, experienced or known by students. Students are required to research, critically analyse and study practical cases, according to the exposure of the contents, motivating the study outside of in-class contact hours with the aim of developing their skills. The students skills will be assessed at various times, designately: 2 writtentests of equal weighting in the assessement /40% + 40%); Assessement pertaining to participation in the learning process (10%), namely yhe presentation of weekly practice case research, in group work (10%), their critical analysis, presentation and defense throughout the semester.
