Class Civil Emergency Planning

This course unit analyses the key concepts and strategies of national, civil, and community security, with a focus on crisis management and emergency planning. It covers topics such as human security, national defence, critical infrastructure, cybersecurity, strategic reserves, and humanitarian aid operations. It also explores the functioning of the National Civil Emergency Planning System and Council, as well as coordination mechanisms with NATO and the European Union. The course enables students to understand current security challenges and the importance of coordinated responses between national and international entities. It contributes to the training of professionals capable of acting in the prevention, planning, and response to risk situations, and is particularly relevant for study programmes in the fields of security, civil protection, international relations, public administration, and public policy.

Active, student-centered methodologies will be employed to promote collaborative, critical, and applied learning. These include real case studies, crisis scenario simulations, guided debates, project-based work, and problem-solving activities. The use of digital tools to support risk analysis and emergency planning will be encouraged. Interdisciplinarity will be fostered by integrating perspectives from security, international relations, public policy, and management. Virtual learning environments and multimedia resources will support student autonomy and engagement. These methodologies aim to develop practical, analytical, and collaborative skills, fostering meaningful learning aligned with current challenges in the fields of security and crisis management.
