It covers topics such as human security, national defence, critical infrastructure, cybersecurity, strategic reserves, and humanitarian aid operations. It also explores the functioning of the National Civil Emergency Planning System and Council, as well as coordination mechanisms with NATO and the European Union. The course enables students to understand current security challenges and the importance of coordinated responses between national and international entities. It contributes to the training of professionals capable of acting in the prevention, planning, and response to risk situations, and is particularly relevant for study programmes in the fields of security, civil protection, international relations, public administration, and public policy.

    Human security in the risk society and the pillars of security. National defense strategic concept. Strategic Internal Security Concepts - Security Horizon 2025. Legislative instruments and other regulations. Characterization of the National Civil Emergency Planning System. National Civil Emergency Planning Council. Definition, purpose and domains of Civil Emergency Planning. Civil Emergency Planning and Community Safety. Definition of Crisis by the United Nations, European Union and NATO. Emergency Civil Planning at NATO and European Union level. National strategy for civil crisis management in the European Union. The Armed Forces in Civil Emergency Planning. Critical infrastructures. New EU Cybersecurity Strategy and new rules to increase the resilience of physical and digital critical entities. European Civil Protection and Humanitarian Aid Operations. National strategic reserves.

    Objectives

    Understand key concepts of human, national, and community security, as well as strategic frameworks for defence and internal security. Identify civil emergency planning mechanisms at national and European levels, including the role of the Armed Forces, critical infrastructure, and cybersecurity. Analyse relevant policies and legislation, recognizing the coordination between national and international entities in crisis management. Develop analytical, planning, and response skills for risk and emergency contexts. Apply knowledge in practical scenarios, promoting an integrated and collaborative approach to security. Acquire competencies to work in public or private organizations related to security, civil protection, humanitarian aid, and crisis management, contributing to societal resilience and protection.

    Teaching methodologies and assessment

    Active, student-centered methodologies will be employed to promote collaborative, critical, and applied learning. These include real case studies, crisis scenario simulations, guided debates, project-based work, and problem-solving activities.
