Chapter 1: Introduction Definition of Public Economy and public policy. Welfare economics and Pareto efficiency. Chapter 2: Market Failures and Government Intervention Market Failures: Imperfect competition, public goods, externalities, incomplete markets, asymmetric information, unemployment and other macroeconomic disruptions. Redistribution. Goods of Merit. Chapter 3: Failures of Government and Collective Action. Chapter 4: Evaluation of public policies Trade-off between efficiency and equity. Social cost-benefit analysis. Chapter 5: Taxes Introduction. Incidence. Optimal tax policy. Taxes and equality. Chapter 6: Budget balances Total balance. Primary balance. Primary current balance. Cyclical and structural deficit. Public debt. Debt and deficit rules. Good and bad public deficit. Chapter 7: Public Policies Examples.

Objectives
Objectives
The course's main objective is to stimulate the students' interest in public policy issues, particularly the government's role in economic issues. During the semester, the main failures of the government as a regulatory and intervening agent will be discussed. An equally important objective is to stimulate the students' understanding of key current economic policy issues. For example, substantial differences in the types of policies used and the results obtained between countries will be analyzed. This curricular unit explores the need for government intervention in the economy, the problems of democracy and collective action. Subsequently, the unit analyzes fiscal policy (state budget and taxes). Finally, the curricular unit aims to promote the debate of ideas and reflection on the Portuguese economy, particularly on sectors that absorb a significant portion of the public budget: health, education and social security.
